Decarbonization and rapid urbanization have spurred the transition to an increasingly multimodal urban mobility environment, and the city of Atlanta has become a hotbed of smart city and micromobility technology deployments, none more prevalent or acknowledged than the invasive e-scooter. While these novel modes of transportation offer affordable first- and last-mile mobility, the rapid introduction of these vehicles created unforeseen safety challenges and exposed a transportation landscape unprepared to objectively assess current solutions or inform future ones. With Atlanta suffering four scooter-related traffic fatalities in the industry's early days, the city felt it vital to gather data to help planners create safer streets. A commuter safety study sponsored by local city leaders sought to explore the effects of implementing barrier-protected bike lanes.
